This research report explains the need for digital skills and literacy alongside the digital economy's development. It has been shown that digital skills are the critical aspect of digital economic growth in a country, and it also provides opportunities for a more inclusive digital transformation in the long term. Without sufficient digital skills and literacy to optimize it, the digital infrastructure cannot realize its full potential to excel in economic growth. This research report aims to provide measurement for each country's digital skills and literacy levels by combining various frameworks and indicators to develop a comprehensive digital skills ecosystem. The research also has four pillars that enable digital skill measurement in a more comprehensive, objective, and standardized way.
