Let me start with a clear and bold statement: our first and foremost objective should be to save lives from the outbreak of coronavirus pandemic. So, the correct calculus for the policymakers (a.k.a. the Indonesian Government) is to estimate the number of fatalities (deaths), given the number of estimated numbers of COVID-19 exposures and, this is crucial, the current health system capacity. Economic resources should be focused, at the moment, to optimize the health system capacity to save lives. The availability of economic resources to close the gap in health system capacity to cope with the outbreak determine whether and to what extent lockdown or temporarily economic shutdown is required.
